Could the Citizens Advance Help First-Time Buyers? A Conveyancing Solicitor’s Perspective

At a Glance:
  • The proposed Citizens Advance would allow eligible UK workers aged 28–40 to access around £12,500 by bringing forward one year of their future State Pension.
  • The proposal is designed to help overcome one of the biggest barriers to home ownership: saving a deposit.
  • It is not currently Government policy, but a proposal from the Social Market Foundation that is gaining public attention.
  • As conveyancing solicitors, we regularly see buyers who can comfortably afford mortgage repayments but struggle to save a sufficient deposit.
  • If introduced, the Citizens Advance could help more first-time buyers enter the housing market while reducing reliance on family financial support.

What Is the Citizens Advance?

The Citizens Advance is a proposal from the Social Market Foundation (SMF) that would allow eligible working adults aged between 28 and 40 to access approximately £12,500 by exchanging one year of their future State Pension entitlement.

Instead of receiving their State Pension at the normal retirement age, participants would begin receiving it one year later.

The proposal is intended to give younger generations access to capital when it could have the greatest impact, particularly when buying a first home, retraining, or starting a business.

At the time of writing, the Citizens Advance is not Government policy, but a policy proposal supported by a growing public campaign.

Why Are First-Time Buyers Struggling to Save a Deposit?

As conveyancing solicitors, we regularly work with buyers who have stable employment, good credit histories and sufficient income to afford monthly mortgage repayments. However, after paying rent, household bills and everyday living costs, saving tens of thousands of pounds for a deposit can take many years.

This creates a situation where prospective buyers remain in rented accommodation while property prices continue to rise, making their goal even harder to achieve.

For those without financial assistance from parents or relatives, the challenge can be even greater.

How Could the Citizens Advance Help Home Buyers?

If introduced, the Citizens Advance could help eligible buyers by providing a substantial contribution towards their deposit.

Potential benefits include:

  • Reaching mortgage deposit requirements sooner.
  • Reducing the number of years spent renting.
  • Improving mortgage affordability by increasing the initial deposit.
  • Giving buyers greater choice of lenders and mortgage products.
  • Helping people buy without relying on the “Bank of Mum and Dad.”

For couples who both qualify, the combined advance could provide a significant boost towards purchasing their first home.

Frequently Asked Questions

Is the Citizens Advance available now?

No. The Citizens Advance is currently a policy proposal rather than an active Government scheme.

Would the Citizens Advance be a loan.

No. The proposal involves bringing forward one year’s future State Pension entitlement rather than borrowing money from a lender.

Could the Citizens Advance be used for a house deposit?

That is one of the main uses envisaged by supporters of the proposal, alongside education, retraining and starting a business.

Would conveyancing solicitors be involved?

Yes. If the proposal helped more people purchase homes, conveyancing solicitors would still manage the legal process of transferring property ownership, carrying out searches, reviewing contracts and completing the transaction.

Our View as Conveyancing Solicitors

Every week we help clients take one of the biggest financial steps of their lives.

One consistent theme is that saving a deposit has become increasingly difficult, even for people with secure jobs and healthy incomes.

While the Citizens Advance would not solve every issue affecting the UK housing market, such as housing supply or mortgage affordability, it represents an innovative proposal aimed at addressing one of the largest barriers to home ownership.

Any future scheme should, of course, be accompanied by clear guidance and access to independent financial advice so individuals fully understand the long-term implications.

From a property law perspective, however, anything that responsibly helps more people achieve home ownership deserves careful consideration.
